Why do cats stick out their tongues?

From what I noticed on two of my cats, when they have their tongues sticking out its because they are happy and well.
From what I can see on your picture, it is probably the same with your cat.

This is so cute. The tongue out of the mouth - a scene I see a lot with my cat Tinka. Nice to see you posting to TL lately. I guess your hard school studying is quieter now. This is a lovely portrait of your cat. Well done.
