This is a pseudo HDR.
I produced 3 images from the original single RAW by varying the exposures levels (-1.5, 0, +1.5) and processed it using Photomatix.

This is a very eye-catching 'pseudo HDR' George.
The brilliant blue sky jumps out at us, and the brick-work seems to contrast well together.
