HDR is a difficult technique to master and in truth, I don't think it can ever quite beat the success of taking a shot in good light - i.e. in this case, with the sun behind you rather than against you.

You've managed the HDR reasonably well here but I think there was too much equalisation around the houses - you could afford to leave more shadow and make more of the light-and-dark. The water in the foreground looks good, as does the sky - it's just that middle band.

Nicely typical view of Philippine urban sprawl!
