It's an interesting scene, but unlike another photo I just saw and commented on, in this one the technical flaws matters. Overexposure and lack of clarity are important when we are dealing with landscapes, and I'm afraid the severe overexposure spoils it for me.
It's actually a pity that the image could've been saved. If you had exposed for the sky, the rest of the image (shadows under the bridge aside) would've been fine
