An interesting photo! I would strongly encourage a note so that we understand more about your subject, and your intentions with this shot.
Night-time exposures are difficult, particularly of a view with bright/dark contrasts like this one: I believe a smaller aperture and even longer exposure may have produced a better shot for you?
