Very intriguing image. Great creativity to selectively desaturate the sky, while the building and ladder feature warm colors. Great PP work and interesting compo. I would like to give you a full critique with points rather than just a comment, but I see you have not given out any critiques to others in almost a year - you might consider spending a bit more time and energy sharing your vision and experience by helping others improve.

Very striking shot - well composed and very powerful use of selective saturation. I like.
