This is a really fascinating shot
The details of the grimy pontoon and slimy ropes, a pervasive greenish colour contrasting with the blue of the boat work very well. Excellent sharpness and textures.

Well seen and very well taken but the frame is not a good choice, decreasing the value of the photo; in my oppinion you should remove the inner frame and to use white and black for the outer frame.
