This photo really does it for me. That silhouette is just the right touch to achieve the moody effect successfully. And that green mist is simply you being very clever.. LOL.. Excellent PP work here.

I hope you're not trying to tell the world how gloomy you think London is cause I still think it's one of the greatest cities in the world.
