A few elements here that are not good - the taxi in the foreground, the tilt of the photo, and the fact that you tried to get the entire Parliament buildings into a single shot without really picking any one thing to concentrate on; but those clouds and the light you've captured is quite spectacular, and in my opinion makes up for the other issues.
