ok, it's a building... I could guess, but the name, or the note you gave... are close to 0.
It's a picture made in the nighttime, and the lights are blurred at the base of the building, also the horizontal line isn't straight, it's inclined to the left :)

Renzo,
This is not in Saudi Arabia. This is the famous hotel in Dubai. It is a nice POV of this building, but it is not sharp enought to be a good night exposure. Sorry to be so negative, but unfortunately the facts are not correct and the photo could be improved.
