Racing in a Toyota Echo :)
To get the motion blur in the hand, I:
- copied hand into a second layer
- Darkened and sharpened it
- Duplicated that layer
- Darkened and made that layer more red, then applied a motion blur.
-Flattened image
...and ta-da.
