Denny,
Nice effect! There are many people who use gratuitous photoshop effects just to show off, but I think the horse jumping out of the photo is perfect, and transforms this from what would have been a common horse riding photo into something of interest.
I lived in VA Beach from 2001-2008 in Kempsville. Can you tell me what part of the beach this was taken? Was it near the boardwalk, or closer to Fort Story (around 88th street)?

Nice use of the out-of-frame technique, and good work with the drop shadow also. Not easy to do but you have managed to cut out the horse's hooves and legs very well.
