This image is from the first race in the local Cyclocross series. Cyclocross is a type of bicycle racing that uses a type of road bike but is mostly off road and the competitors often have to go over obstacles that can require them to dismount and carry their bikes. This shot is a panning shot at 60th of a second in attempt to get the riders blurred in the background.
