[Note Guidelines] Photographer's Note
This is a photo of the clock outside of Grand Central Station in New York. I think this captures the atmosphere in Manhattan, as everyone seems to be focused on time, and everything else just seems like a blur.

The trick: I had to steady the camera against a post across the street to take this shot. Put on 100 ISO and f/36 to ensure the slowest shutter speed possible for this shot. Then I zoomed out slowly while taking the photo.
Result: Motion blur, but relatively crisp centre.

Post processing: I cropped it slightly and added the border.

There is much more 'control' over the desired effect in PhotoShop and, personally, I wouldn't have bothered trying to get it 'in-camera'.
The concept is a very good one and, due to a back log, I'll show you some suggestions in a simple workshop tomorrow.
BTW, an uneven frame merely attracts attention to itself and a frame is not intended to be attractive. Image is king?
