This was taken at a wedding. I was taking a group shot and everyone was in chaos, but this little girl was in perfect order.

At firts, i thogh that the background was a litel bit to much, cahotich. The n iread your note and it made perfect sence. It loosk liek she is emereing from chaos. I bet, if we had seen her feet to, she woudl be floating. It's difficult to describe what itis a feel when looking at this picture but it is all on the positive side ;)

I like the radial blur here. This picture has nice colors too.

A fun idea of radial blur for a portrait. You might also try separating the girl from the background, and blurring the layer behind her for a different look. Nice idea and well executed.
