Victoria Point is a residential tower in Docklands, a suburb of Melbourne, Australia.
Was a B/W photo, added background, circles, stripes and posterized the building. Then used some brushes on the building to make the facade more interesting and finally used three Fresh Foliage Photoshop Brushes (Designfruit™) for branches and swirls around the building.
