This shot was taken in El Caminito, La Boca neighborhood in Buenos Aires. In front of a restaurant these guys wee performing a small show of Argentinean folk dance (tango, vanera) and this guy was showing his skills with the boleadeiras.
Boleadeiras are ropes made of leather with rounded rocks at their ends. In the old days these were used in the fields to hunt and stop cattle from running away. They do the same in Rio Grande do Sul, Brazil.
This is actually a little risky, as the stones almost touch the guy´s hair - if he hits himself on the head he might be history.

Nice pic from an incredible and historical area.
The name of this ropes is "Boleadoras". And it is because you "swing" them and make them "fly" very fast to your target.
That´s why " Bolea".
