Not who is, but she is not Chilean. She was taking photos from passers-by in dowtown of Santiago it appeared in the streets. Single that.

A pretty model Tituz, although this shot is lacking sharpness I feel.
It would be nice to read a note - who, why, where etc.

Maybe she is a tourist? This is a candid shot so you did well I think with the framing and capture, and especially light and colour - they are very good.
Her eyes are not in focus but they have beautiful colour.
