Unusual colours in background. The lack of detail in the hills gives a cut-out feel to it. The boats have been placed in just the right position with the light coloured water bringing out the detail and shape of the boats. A very pleasant image.

Watercolour background and pen-and-ink foreground detail. Together, superb.
Content and composition, faultless. Frame - not for me. White is not doing this any favours. Very dark blue would have stitched it up and sealed the deal. Try it at home. No safety net needed ;)
