No, this is not the latest anti-war protest. In fact, it's a "No War" protest from Sept. 20, 2001, taken in the United States.
There were about 2,500 people in this peaceful protest, which attests to the fact that opinion was not monolithic in support of military action in this highly volatile time period.
The effect here is a blur on the edges and a "vignette"-type frame, to do two things: (1) date the action in the past, as a memory of an era or time that has passed, and (2) to give the action a quality of being observed by something or someone outside the frame of the photographer.
