I think you've done an ok job here, it's clear and it's sharp enough with good colours, especially in the sky. Perhaps because of your angle and POV the shot looks a little skewed, a slight rotation clockwise 1 or 2 degrees might help.
Night photos are difficult I agree, and seldom come out well (I think) without changing a few settings. Most cameras, if left to their auto settings, will try to "get the shot fast" using max aperture, max ISO, and min shutter speed - usually resulting in a grainy and indistinct, but mostly sharp, shot.
To be honest because there's no exif data here I don't know what settings you used on the D200, nor even if you had a tripod, but for a shot like this, a tripod with 30second shutter and maybe a small aperture (f/16?) would give you a sharp, clear, nighttime view.
I'm no expert in these things though, it's all just a guess - if you get the chance to try it, let me know!!

I like night shots. But they are indeed very difficult to capture. Daniel Gbenga Orimoloye alias eyesthetix would be more helpful than me on the subject. I like your POV and composition here. A small correction of the horizon is indeed required.
I like a lot the light , a theatral set up with this the superb sky in the BG. I tried a little WS for fun. I hope you will like it .
