I started with cutting off the bottom to get it more in line with the rule of thirds.
Then a contrast / saturation and brightness layer, but opacity of that layer only on the boats and houses, not on the greens.
Then curves, setting black and white points.
Velvia vision for some more balanced colours.
Noise Ninja for some noise reduction on the sky.
Last a bit of unsharp masking towards light and dark.

I have to say I'm not thát pleased with the result. The clouds and water look better to me, but the white sides of the roof still look too harsh to me.

I adjusted for the distortion you get with this point of view. With the small size, that off course makes the picture overly soft. I adjusted with some unsharp masking.

I worked in layers to selectively adjust the saturation and contrast. This to get a bit more light without giving up on the black areas in the foreground. Hope you like it!

I worked most in shadow/highlight option. But please look further than the standard screen. Open the advanced options dialog box!!

Shadows, amount 24%, 73% tonal width, 30 pix radius
Highlights, 26%, 89% tonal width, 30 pix radius
Color correction adjustment +33
Midtone contrast +20
black clipping 2%
White clipping 4%

Then some Velvia Vision plugin, to just punch up the dynamic range and a bit of colour contrast.

I used the Velvia Vision plugin to add dynamic range. It balances the light, without touching the whites and blacks, but the range in between. This makes the foreground shadow a bit lighter.
Then some sun added with an enhancement in the colour toning and some contrast in the colour edges. Hope you like it!

I started with some unsharp masking with some emphasis on the black and white fading.

Then a play with hue/saturation and lightness.
Used ND Grad and ND Blue filters to punch up the sky and balance it better with the foreground.
Then I used velvia vision plugin to punch up the yellow/green tones and enhance the dynamic range in the darker foreground.

I desaturated the scarf, since the red was reflecting too much.
After that I worked on the face, hair and coat to punch it up a bit with hue/sat/light and contrast.

I started with the velvia vision plugin to give the feel of an increased dynamic range. It lightens up the foreground, but does not touch the darker parts.

Then a gradual darkness filter over the clouds diagonally to make the cloud darkest to the left top.

Then some hue / saturation and lightness.

Then I used noise ninja to get rid of the noise in the clouds.

And last some unsharp masking:
USM 80%, 0.3 pix radius, 0 treshold;
Edit - fade to lighter, 100% opacity.
USM 80%, 0.3 pix radius, 0 treshold;
Edit - fade to darker, 100% opacity.
