I could have altered the horizon level up or down so that the top of the cart was not on the horizon line.
1. outlined a smaller sky area with marque tool, chose inverse and cloned the grass into the sky area.
2. chose inverse again
3. chose 'adjust colour' from the enhance option and darkened the blue in the sky.
4. cloned some more blue into the white sky .
5. used smudge to streak it a little.
It is far from perfect as I did a quick job but I hope you get the idea.

Using PhotoShop Elements:
1. chose the clone tool, used it at different thicknesses to remove all the obstructing wires and posts.
2. used unsharp mask to sharpen it a little

Using PSE, I cropped the pale sky.
I then added soft light at 30% to warm the glow even more.
Lastly, I sharpened just a tad.

I have changed your shot as little as possible.
I cropped it to remove the over central composition, added a little soft light to bring out the colour without altering the degree of contrast and removed the b/g noise.

I didn't alter your shot in any way other than enlarging it, and replacing the border (sorry, I made a mistake with the colour!)
Using PSE:
enlarged the canvas,
cloned the b/g from elements already present in the shot,
cropped to neaten edges,
adde border
The truck feels far less cramped with a bigger space behind it.
I hope you like it and can see more possibilities when circumstances get in your way!
