1. Never mind the chopped off left foot. Let's get right to the essence of the story. Crop in to the essentials as I have done here.
2. Hat brims on sunny days are always a problem. In this slightly diffused light, at least the face isn't dark, but it's lacking in contrast. Maybe this is OK - giving the impression he's drifted off into his own world? I can't see an easy way to change it, other than masking the face in PS/Gimp, etc., and adjusting levels. At time of taking the photo, it would have been useful to arrange an easel with a sheet of white card over to the right, but you don't do that kind of thing for a semi-candid street pic. If there just happened to be a board on the pavement advertising something in a nearby shop or restaurant, perhaps you could borrow it for a few seconds.... (I wouldn't dare, but there are people who would).
