Well, the problem here is that you trembled your camera when you took the photo. So, all the photo is a bit shaky.

Instead of using Sharp, use the "Unshape mask", it's a sharp function but you can control how sharp you want your picture and see the results in real time.

About this photo, the blue handrail is more focused than the man. So, when you sharp your picture, the handrail gets also more sharpen and gives us the impression that the man keeps blur.

So, what I did in this workshop was to just select the man and sharp him, keeping all the other things blur.
