first increased the color saturation, then went to work adding sky , once I got the sky in their realzied the buildings and traffic were really distracted so cloned them out.

Just a quick workshop Donna,
With Photoshop
1) Increased light tones 50%
2) Sharpened
With Photofiltre
3) Changed the border to amber and black to get more the night mood, also changed the color of your signature by circling it and adding sepia filter for the same reason.

I use for this kind of repairs Paint Shop Pro 9
To be more precise: The clone tool //It makes a little copy of a good section just outside the 'bad ' spot .. and I past it inside the repair 'zone'
little step by step.. in your case +/- 40 little steps.. ok ? Any questions let me know! Than ..I want to know what you are working with.. wich program?!

Highlights and Shadows

Duplicate layer. Do a highlights and shadows adjustment on its own layer. Create layer mask and fill with black to hide the effect. Using a white brush, painted just the black horse to bring out its details. Played a bit with opacity on that layer so as not to over do it. Luko's USM to sharpen a bit.
