Used Photoshop CS2,
Open image 1 (short exp) and image 2 (long exp),
On Image 1, create new layer and move image 2 into new layer,
Make duplicate copy of image 1 and move to top of layer stack,
Add layer mask to image 1 copy,
Use black brush to reveal London eye underneath,
If necessary use whit brush to repair mistakes,
Select Layer > Flatten Image,
Save.
