Hi Joni...
A few changes to your framing - intended to 'tweek' your original - I found the inside black line and the blue matte line to be a bit overwhelming, reducing the impact of the image itself - thought that the empasis should be on the O/S frame element so as to 'contain' the image and force the eye to it
Re-PP'd in PhotoFiltre, as follows:
Re-cropped to original image
Resized to 800 pixel maximum dimension and 300 pixels/inch resolution
Added black O/S frame at value of 1
Added white O/S frame at value of 20
Added blue O/S frame (sampled from a darkest blue in image) at value of 2
Added white O/S frame at value of 100
Added blue (same as before) O/S frame at value of 5
Resized to 800 pixel maximum dimension
Re-sharpened

Very well composed shot. I find this landscape view very attractive with its layers of terrain and color tone and I hope you wont mind if just for the fun of it, I try this WS to add curves, levels, saturation, contrast and sharpen. What do you think?

I used smart sharpen in Adobe, adjusted levels a bit(that helps to give some depth without desturbing other colors, as someone would use contrast for that purpose), at the end I reduced a saturation a bit added frame to give it some depth and that is it.

What I did in Photoshop was simply to open Image > Adjustments > Colour Saturation and then just the Cyan and move the Hue slider to the left to cool down the cyan to a more blue tint (about 10%). Then, in Image > Adjustments > Shadow/Highlight, I adjusted the shadows by 5% and the highlights by 12% so that you can see a little more detail in the shadowed area of the balloon
