Used the selective color tool to fix the hue and then saturated the shot abit, put on a vignette and brigthened the midtones

1. I straightened the horizon using the ruler function in cs3 and pushing rotate arbitrary.
2. I copied the image and skewed the building straight. Placed layer mask to mask out all the birds and the boats.
3. made anew frame containing a white inner frame. I don't think the frame should contain the same colour as the buildings, it's hard to see where the picture ends and the frame begins

1. Cropped off a little of the top sky
2. Adjusted curves a little to add the contrast.
3. added a blur and desaturated to give it little eerie feel.
4.Placed a layer of Rust:) on top
5.Added a slight vignette.

Hi I just toned down the highlights a bit.
Photoshop cs:
Choose color range in the select menu. Then select highlights.
Add/remove with magic wand. Then apply a levels, or what you want through the layers palette. Then blend the layers or use blur.
