OK, So what I did here to the best of my ability was to smoothe out the transition of your ND filter. I did a slight open with the shadow highlight filter. I then ran a digital fill action on a masked layer and with a wacom tablet I carefully opened the rocks and strong areas lacking detail. I then put back some contrast in those areas to not leave them muddy looking and noisy. I think this looks a little cleaner and doesnt have a line where you can see the ND filter as much.
