Hello Sea,

Using Photo Shop Elements:
Used marquee tool to outline station,
selected inverse and then gaussian blur (this made the beautiful building stand out from the rest),
selected inverse again and stroked a border 30 pixels wide, transparency 50%, along the marquee border,
selected sepia,
Added your signature again as it had become blurred
