Well, I wasn't very good at it either, but I have spent endless evenings just trying out. And what helped me, were all the workshops that you see. Also in Tips and techniques you can find things that can help you. I happen to have a good program, Photoshop 7.0, but I read a lot about Photoshop elements, which is a simpler version of Photoshop, I think. I also have that program, but I have not checked it out. BTW, as I said, I was just playing around with this picture, and what I thought was best, namely the sky, I can't reproduce it again. Because the tool I used, has different options, and then I am also lost. The B&W and the red bridge was indeed my intention, so that worked out well, but the rest was sheer luck.
