To my eternal frustration, I did not take a photo of the plaque on the statue, thinking that it would be easy to figure out it from the web later. There is NOTHING on the web! I am guessing that the figure represents someone instrumental in the 1354 decision to join the Décapole, an association of ten Free Imperial Cities in Alsace. It is an area that is tremendously proud of its independence and has a strong separatist party these days!
