I think that it would be better to call it not smoke, but steam, because of these power plants supplied with natural gas don't produce so much pollution to make whole city smoggy especcially during winter season. For example, you can see here the similar chimneys (power plant) in the area of cathedral, but during a day time: http://www.treklens.com/viewphotos.php?l=3&p=245252
