I use photoshop Elements 5 ( you can download the free trial for 30 days)
After I made all my adjustments and resized for TL I clicked
artworks and effect
decorate with frames
then to the right of that you can click the style you wish
this one was under vintage
then apply
moved photo around to fit the frame...
