This is "Banner Sen Pyran", the Cornish flag. The Cornish people is the closest Celtic folk to the Bretons. Cornish language, Kernewek, and Breton language, Brezhoneg, are very similar: by the past, it was the same one.
Notice that the old historical Breton national flag is white with a black cross.
