Another version this time in full B&W.
Of course I increased the size of your photo in order to reframe it like that. Hopefully you could work your original shot with much better result. This way you still have the repetitions of the city lights , and balconies along the boardwalk.

Hope you will like it. Sorry for the poor definition. But it is just to give you the idea.

The main subject here is this little girl., who is not really in a good mood compared to the lovers, the bunch of friends behind , and the photographer shooting the lovers in the BG.

So I desaturated the whole picture except her. Of course I increased the size of your photo in order to reframe it like that. Hopefully you could work your original shot with much better result. This way you also have the repetitions of the city lights , and balconies along the boardwalk.

In this simple WS
I cropped a little bit the left side and the bottom.
Turned in B/W.
Added contrast,sharpness,frame
