Here is the adjusted image.
I used a series of actions I recorded:
Duplicate layer
Desaturate
invert
gausian blur
overlay mode
adjust opacity

Then the normal adjustments are
Levels for color balance and contrast
color saturation (just 5 or 10% in this case)
curves for contrast
USM for contrast
USM for sharpening
