Gradient map to BW
Levels
Sharpen
Smart blur on over-sharpened or noisy areas
Frame
Resize for upload

Crop, hue adjustment (adding a bit of cyan/blue and magenta)... I also despeckled to remove some of that noise. Then I decreased brightness a tad, increased contrast just a tad, and used the clone and heal brush to remove that radio antenna. What do you think?

Use "reduce Noise tool"
add frame and give drop shadow.
