Sempervivum
This is a hybrid Sempervivum, also known as Houseleeks. Most species are native to Europe. Some have smooth leaves like this one. Others are covered with hairs. Houseleeks rarely grow more than 8-10cms high, but they can end up looking like carpets of rosettes which can spread 30-50 cms.
These plants are best grown in cool to cold climates. They grow best in the open in full sun. They are easily grown by division of offsets/ pups taken in spring and summer. Although the rosettes may die off after flowering, many offsets / pups have usually been formed by this time and will continue to grow. These can be replanted elsewhere.

This morning snow and now sun, it is almost spring!
See you Janice!
PS: I prefer your shot than mine, it's only for the fun, we have both the same plant! Belgium-New Zeeland, hourra!
