First I selected the sky, then made a new layer, and applied a gradient to it several times, sampling the exisiting sky colours for the background & foreground. The in the layers palette I chose "multiply" to bring the orginal sky detail back through, then flattened the layers. ...To me this darkens the sky a bit and balances the exposure between the top and bottom of the frame.
Next I warmed and saturated the whole image with colour balance adjustments, and then selected the buildings and thier reflections, and increased their saturation and brightness/contrast a little more still.
I cropped it slightly, as there was some vingetting at the corners, and also used this crop to reduce the space on the left a little.
Finally, I sharpened it more than the original, and added the white border, as I think this helps set off the colour tones and make it look a bit stronger overall.
