Hi Syed.
I was trying to ajust your photo and I am not absolutely satisfied but it looks better for me and I hope for you too.
First I removed your frame and rotated photo to ajust horison. Then I ajusted some contrast. Then I used ps plugin to reduce noise. And I know it looks "blurry" now, but it is the way I like it. If I must choose between image of this kind with noise or blurry or some kind of glow effect, I will always choose the second one. :-) Finaly I added frame that is something like yours.
