A fountain on Marmontova Street (near the fish market) in Split, Croatia

(you can see in ws the other part of the fountain)

This is a Croatian hand gesture called 'figa' and it's a sign of defiance made in the face of obstacles. The 'monument' was erected in the 1990s, when Split was in the middle of a depression, high unemployment and with the war going on, Split decided to move on and showed it's 'figa' to the world.
