All I have done is a small tweak to remedy the flaws listed by her. The idea was to soften your features, blur the background and retain what were the highlights of the portrait. So first I duplicated the layer. Sharpen the new layer with USM at 200 and 1.5. Then used Gaussian blur @30%. Further. brought the opacity of layer to 50% and then with the help of history brush restored the portions I wished to highlight like beautiful eyes, your lips, folds of dress etc.
You have lovely features Edna and your picture surely has captured them quite effectively .

The shot is very clear and sharp.
I also thought the placement of the wheel to the edge was very good and noted the diagonal formed by the board.
So I've prepared this WS in seeking to enhance these interesting features on their own - and in response to your request.
The crop of the top part of the wheel (which also removes the windows at the top), I felt was necessary to balance with the part of it (below) that was cropped out in your original.
This way I feel it makes it look very intentional (ie the bottom crop of the wheel in your original).
Though not so much a crucial point, I also played with the colour just a little bit :-)
